Project Overview

Grey Snow Sovereign Solutions (GS3) is partnering with Rosebud Energy Services Company (RESCO) to advance clean energy development across the Rosebud Sioux Reservation.

The project brings together solar generation, battery energy storage, electric vehicle charging, and backup power at multiple community sites. These systems are designed to support critical facilities and essential services while improving reliability during outages.

Supported by the EPA’s Climate Pollution Reduction Grant (CPRG) program, the work combines engineering, environmental and cultural review, regulatory coordination, and Tribal leadership into a single, coordinated effort.

Together, RESCO and GS3 are building the foundation for long-term energy sovereignty. The result is greater local control, reduced dependence on outside utilities, and the capacity to own, operate, and expand Tribal energy systems over time.

What’s Happened

July was the month the project made its defining decision. The value engineering effort took the preliminary designs and site-specific budget estimates developed in June and tested them against the funding actually available.

The honest finding: the budget could not deliver four complete, well-built systems.

Rather than stretch the money thin across all four sites, the scope was refined to three sites with optimized BESS deployment, ensuring each remaining location receives a fully funded system built to last.

Just as important is how the decision was made. The revised scope was reviewed and approved by the Tribal Council, keeping the community in the driver’s seat on a choice that shapes the project’s footprint. With that approval in hand, detailed engineering design is now underway. The concept-and-estimate groundwork from June is exactly what made this a deliberate, evidence-based decision rather than a scramble.

Where This Puts Us

The projectject now has what every project needs before serious money moves: a firm scope, community approval, and detailed design in motion. Grant expenditure stands at 4%, which remains consistent with this early phase, and the value engineering completed this month means the dollars still ahead are matched to a scope they can fully deliver.

The net effect of July is certainty. The question of what gets built where has been answered.

Next, attention turns to detailed engineering design for the three approved sites, translating the optimized concepts into construction-ready plans.

As detailed design matures, the project moves naturally toward the steps that follow it: firming up equipment requirements, sequencing procurement, and preparing each site for delivery. The forward look stays directional at this stage, and the priority order is clear.

Design comes first, and everything downstream now has a fixed scope to build against.

What’s Happened

The month’s central work was turning what we learned in the field into design. The engineering site assessments and field findings from earlier in the project were translated into 10% conceptual site plans, the first drawings of what each of the four sites could become. The 10% stage is deliberately early in the design process.

It is the point where layout, siting, and system-type decisions are still inexpensive to change, so reviewing these concepts carefully now prevents costly rework once engineering deepens.

Alongside the plans, we refined the preliminary system concepts for each location and prepared site-specific budget estimates. Together, these give every site an apples-to-apples comparison of what each implementation alternative would deliver and what it would cost. That pairing of concept and estimate, repeated site by site, is what allows the final project scope to be determined on evidence rather than assumption.

Where This Puts Us

The project is exactly where an early-stage, multi-site effort should be, which is the phase where flexibility is highest and decisions matter most. Grant expenditure stands at 3%, which is consistent with concept-stage work. The spending curve is intentionally back-loaded, with the significant dollars reserved for the scopes we are now shaping.

The net effect of June’s work is that scope decisions for all four locations can now be made deliberately and on a common footing.


Next, attention turns to evaluation. We will use the budget estimates and refined system concepts to compare implementation alternatives for each site, and from that comparison we will determine the final project scope for each location. Once scope is set, the conceptual plans advance toward preliminary design, and the engineering sequence for each site can be laid out in earnest.

The order matters more than the calendar at this stage. We decide scope first and then design to it, so that every subsequent dollar and engineering hour goes toward configurations the sites have already committed to.

In April, GS3 and RESCO agreed on the next step for their grant project—now moving into an early engineering and planning phase to help prepare for adding electric vehicles across Tribal departments. During this phase, the team is studying what is needed to make this work.

This includes:

  • Looking at where charging stations should go
  • Whether each site has enough electrical capacity
  • How to coordinate with the local utility

The goal is to make sure the system will be reliable and work well for daily operations. The team is also visiting project sites and working closely with Tribal staff to understand their needs. Early coordination like this, ensures the final plan is realistic and can grow over time as needs change.

Our work with RESCO remains focused on bringing in electric transportation to improve mobility, reduce emissions, and support long-term sustainability for the Tribe. By the end of this phase, the team will have a clearer design, better cost estimates, and a step-by-step plan for final implementation.

Efforts have shifted toward detailed cost validation, equipment selection, and confirmation of the remaining project scope.

GS3 completed an Estimate-to-Complete review, updating vendor pricing, labor assumptions, and installation schedules across solar, battery storage, EV charging, and backup generation components. 

Battery energy storage system (BESS) selection was finalized, and basis-of-design documentation was advanced for core system elements.

Regulatory coordination continued in parallel. QAPP and crosswalk materials were submitted to EPA for review, BABA waiver approvals were confirmed for manufactured products, and updated site plans were shared with Tribal Historic Preservation and environmental review partners to support final clearances.

Work this month focused on advancing design coordination, regulatory planning, and early procurement activities across the project sites.

GS3 and RESCO aligned on-site locations and completed initial solar simulations to better understand generation potential and help size each microgrid. 

Planning for electric vehicle infrastructure moved forward, including early RFQ development and coordination around vehicle and charger requirements.

Regulatory and compliance efforts also progressed. 

The team advanced the Quality Assurance Project Plan (QAPP) with Parametrix, coordinated early BABA waiver documentation, and continued engagement with Tribal Historic Preservation and environmental review partners in preparation for upcoming site visits.

The goal is to give the Rosebud Sioux Tribe more control over how energy is produced and used across the reservation. By investing in clean, locally owned infrastructure, the Tribe is building systems that are reliable, resilient, and designed to serve the community long term.

These systems help reduce fuel and operating costs, improve reliability during outages, and support essential services. Just as important, the project builds local knowledge and capacity so the Tribe can own and operate its energy systems moving forward.

Transportation is a major source of fuel costs and emissions. Adding EV charging allows Tribal fleet vehicles, including buses and service vehicles, to transition away from gas and diesel while lowering long-term maintenance and fuel expenses.

The work is supported by the EPA’s Climate Pollution Reduction Grant (CPRG), along with federal tax credits and incentive programs. These funds help reduce upfront costs while keeping ownership of the infrastructure with the Tribe.

All planning is coordinated with the Tribal Historic Preservation Office and environmental review partners. Site reviews and assessments are completed before construction to make sure cultural sites and environmental resources are respected.

The project is currently moving through design, review, and procurement. Construction will begin once regulatory approvals are complete and equipment is secured, ensuring the work is done safely and responsibly.

The systems are being planned for long-term Tribal operation. That includes training, operational planning, and designs that can be maintained and expanded by the Tribe over time.

RESCO and GS3 will continue sharing updates as major milestones are reached. As systems come online, reporting will shift toward performance, reliability, and community impact.
